State and local officials, employees, agents, contractors, and National Guard members are prohibited from being required or authorized to follow federal executive orders that violate the U.S. Constitution, Washington Constitution, or judicial precedents

State and local agencies, including law enforcement and emergency services, may invoice the U.S. Department of the Treasury to seek reimbursement for costs incurred while protecting citizens' First Amendment protest rights against unconstitutional federal executive orders

Adds new sections to chapter 43.01 RCW establishing these state sovereignty protections

Designated as the "Washington sovereignty act" and declared an emergency measure, taking effect immediately upon passage
