Department of Transportation must adopt procedures to proactively notify utility owners about planned state fish barrier removal projects with at least one year advance notice whenever feasible

Department is encouraged to request available federal funding for fish barrier removal projects and include utility relocation costs in federal funding requests when eligible under federal rules

Department must report to the legislature and Office of Financial Management by December 15, 2026, on federal funding requests and awards received, plus recommendations for state law changes to improve access to federal grants for utility relocation

Expands existing requirements for WSDOT to share project information with broadband facility owners to now include general utility owners for collaboration opportunities

Broadband facility owners must obtain a franchise and bear costs for installation and maintenance of facilities within WSDOT conduit
