Amends RCW 36.70A.070 to expand development options within designated "limited areas of more intensive rural development" (LAMIRDs) in rural comprehensive plans

Allows new commercial or industrial development (other than retail or food service) within the logical outer boundary of existing LAMIRDs when the county legislative authority deems it "economically necessary"

Maintains existing retail space limitations: maximum 5,000 square feet (or 10,000 square feet if located 10+ miles from an urban growth area for essential rural retail services like grocery, pharmacy, and hardware stores)

Exempts commercial, industrial, residential, shoreline, and mixed-use areas from rural development requirements for visual compatibility and prevention of low-density sprawl conversion, while still requiring protection of critical areas

Requires confirmation of sufficient public facility and service capacity before approving any new development or redevelopment within LAMIRDs
