Delays covered entity status for waste-to-energy facilities used by county and city solid waste programs from the second compliance period (2027) to January 1, 2036

Qualifying facilities must have been permitted to receive solid waste before 1992 and remain in compliance with air quality regulations under chapter 70A.15 RCW and chapter 173-441 WAC

Amends RCW 70A.65.080, which defines covered entities under the Washington Climate Commitment Act's cap-and-invest program
