Mandates age estimation for minor users with reasonable certainty, while prohibiting use of age-verification data for other purposes or retention beyond what's necessary

Violations constitute unfair or deceptive trade practices under the Consumer Protection Act (RCW 19.86), with the act becoming void if specific funding is not provided by June 30, 2025
