Establishes a presumption of compliance with water quality standards for industrial stormwater general permit holders who fully comply with all permit conditions and implement approved best management practices

Allows permittees to regain presumption of compliance by notifying the Department of Ecology in writing within 30 days of becoming aware that a discharge may have caused or contributed to a water quality violation

Exempts transportation facilities from stormwater sampling requirements until the Department of Ecology determines sampling can be conducted without endangering worker health and safety

Protects regulated entities from third-party enforcement actions and litigation when they have implemented required adaptive management steps and obtained department approval of treatment responses

Declared an emergency measure taking effect immediately upon passage
