Creates a grant program administered by the Department of Employment Security for farmers who grow handpicked specialty crops sold at local markets or sold/donated to local schools and food banks

Limits eligibility to farms that hire only domestic agricultural workers and are owned and operated by Washington state residents

Provides grants up to $40,000 per farm, calculated based on up to eight weeks of paid overtime hours during peak harvest season

Defines "local" as within 250 miles of the farm where the specialty crop is grown

Adds administration of this grant program to the duties of the Office of Agricultural and Seasonal Workforce Services
