Creates a 14-member commission nominating committee to recommend all Fish and Wildlife Commission appointments to the governor, with the first meeting required by January 2026 and the governor restricted to appointing only nominees from this committee.

Requires the nominating committee to include representatives from hunting organizations, fishing guides, commercial fishing, environmental groups, agriculture, tribal nations, law enforcement, and local government, with at least five members based east of the Cascades.

Establishes new eligibility requirements for commission members, including supporting science-based management, supporting recreational hunting and fishing as preferred management tools, having no conflicts of interest, and having purchased a hunting or fishing license in two of the past five years.

Prohibits commission members from serving without prior senate confirmation and allows the nominating committee to appoint members if the governor fails to fill vacancies within 90 days.

Authorizes the senate to remove commission members for failing to fulfill their mandate, excessive absence, dishonesty, willful misconduct, or conflicts of interest.
