Amends RCW 36.70A.130 to allow cities and counties to adopt comprehensive plan amendments or development regulations for housing projects more than once per year, bypassing the standard annual amendment limitation

Small cities/towns (population under 500, not within 10 miles of a city over 100,000, and with less than 10% population growth over 10 years) may opt out of full comprehensive plan reviews and instead complete only partial updates covering critical areas, capital facilities, and transportation elements

Maintains existing periodic review deadlines for comprehensive plans: King, Kitsap, Pierce, and Snohomish counties by December 31, 2024; other counties on staggered schedules through June 30, 2027, with subsequent reviews every 10 years

Counties with population under 50,000 and less than 17% growth, and cities with population under 5,000 meeting similar criteria, may delay compliance up to 24 months after their deadline

Requires certain larger counties (100+ people per square mile with 200,000+ population, or 75+ per square mile with 1.75%+ annual growth) and cities over 6,000 to submit implementation progress reports five years after comprehensive plan revisions
