Defines "imitation firearm" as any BB device, toy gun, or replica substantially similar in appearance to an existing firearm that could lead a reasonable person to perceive it as real

Makes it a misdemeanor for manufacturers, importers, or distributors to alter required markings on imitation firearms to make them look more like real firearms, or to fail to comply with federal marking requirements

Requires imitation firearms manufactured after July 1, 2005 to include written advisory at point of sale warning that the product may be mistaken for a real firearm and that altering markings may be a crime

Imposes civil fines up to $10,000 per violation for commercial sale, manufacture, or distribution of imitation firearms that don't meet requirements, with exceptions for theatrical productions, sporting events, military/ceremonial use, and school displays

Requires imitation firearms to have entire exterior surface in bright colors (white, red, orange, yellow, green, blue, pink, or purple) or be fully translucent—federal orange tip alone does not satisfy this requirement
