Joint Legislative Audit and Review Committee must conduct a study comparing Washington's part-time legislature to full-time and hybrid legislatures in other states

Study must examine legislative structure including session lengths, legislator compensation and benefits, staff size and composition, turnover rates, and time spent on legislative duties outside of session

Demographic comparison required between Washington legislators and the general population, including race/ethnicity, gender, income/wealth, and education levels

Evaluation of legislative oversight effectiveness and responsiveness to constituents, including hearing frequency, agency engagement, emergency response capabilities, and constituent communication mechanisms

Report due to legislature by December 1, 2027; study provisions expire January 1, 2028
