Establishes standards for evaluating government services based on ease, efficiency, transparency, accessibility, fairness, burden, and wait/processing times

Defines "high impact service providers" as state programs identified by the director due to their scale and public-facing impact, receiving priority attention for improvements

Mandates annual reports to the governor and legislature at least 90 days before each legislative session on current and future government service delivery improvement efforts
