Full statewide implementation of the early childhood education and assistance program (ECEAP) delayed from the 2026-27 school year to the 2030-31 school year, at which point any eligible child is entitled to voluntary enrollment

Working connections child care income eligibility expansion to 75% of state median income delayed from July 1, 2025 to July 1, 2029, and expansion to 85% delayed from July 1, 2027 to July 1, 2031

New copayment schedule for working connections child care begins October 1, 2026, with $0 copay for households below 25% of state median income and sliding scale percentages for higher income brackets

Removes SNAP/food assistance recipients from automatic eligibility for ECEAP (ages 3-5) but maintains automatic eligibility for the birth-to-three program and working connections child care

Establishes a pilot program with a school district and metropolitan park district (city population 215,000-250,000 west of the Cascades) to reduce regulatory burdens on school-age-only child care providers operating in public schools, with report due July 1, 2028
