Establishes tiered minimum civil penalties for child labor violations: $100 for permit/record violations, $150 for hours violations, $300 for meal/rest break violations, $1,000 for prohibited duty or minimum wage violations (doubling to $2,000 for repeat offenses), and $71,000 for violations causing serious harm or death to a minor

Requires mandatory revocation of an employer's minor work permit for at least 12 months if the employer receives three or more safety/labor citations within 24 months, or if any violation causes serious harm or death to a minor

Mandates the department conduct on-site safety consultations before granting variances that allow minors in vocational education, apprenticeship, or work experience programs to perform otherwise age-prohibited work duties

Requires biennial inflation adjustments to penalty amounts beginning July 1, 2027, based on the consumer price index

Adds annual reporting requirements on citations, penalties, permit revocations, and workplace injuries involving minors
