Establishes the "Own Your Own Art" purchase program within the Washington State Arts Commission to provide interest-free or low-interest loans ranging from $1,000 to $12,000 for purchasing original artwork by Washington state artists

Loans must be repaid in 12 equal monthly installments, with fees permitted for late or dishonored payments

Eligible borrowers must be U.S. residents, at least 18 years old, purchasing artwork for personal use, and cannot export the artwork while the loan is outstanding without commission consent

Eligible purchases include original works of art, commissioned pieces by Washington state artists, and works by Washington-based indigenous artists from participating galleries and studios

Program is modeled after Tasmania's art purchase program, which since 2009 has facilitated purchase of over 6,700 artworks worth $22 million combined
