Amends RCW 28A.500.015 to modify how student enrollment is calculated for state local effort assistance funding, which supplements school district enrichment levies beginning in calendar year 2026

Redefines "student enrollment" to exclude 30 percent of a district's full-time equivalent enrollment for online or remote alternative learning experience courses when such enrollment exceeds 15 percent of the district's total average annual FTE enrollment

Maintains existing funding formulas where eligible districts receive assistance based on a $1,550 per student threshold (adjusted for inflation from 2019) when local levy capacity falls below that amount

Preserves special enrollment counting rules for state-tribal education compact schools, high/nonhigh district relationships, and innovation academy cooperatives
