Establishes new public-private partnership (P3) framework for Washington transportation projects, allowing WSDOT to evaluate projects under $500,000,000 for P3 delivery without explicit legislative authorization, while projects $500,000,000 or more require legislative approval

Requires WSDOT to make formal "public interest" and "best value" findings before entering P3 agreements, with mandatory public comment periods and notification to legislative transportation committee chairs, ranking members, and the governor

Authorizes WSDOT to use progressive design-build and general contractor/construction manager procedures for projects over $2,000,000 without mandatory Capital Projects Advisory Review Board approval, though consultation is required for projects exceeding $100,000,000 until June 30, 2031

Creates a public-private partnerships account in the state treasury to receive bond proceeds, project revenues, and other funds for planning, financing, constructing, and operating eligible transportation projects

Repeals existing chapter 47.29 RCW (Transportation Innovative Partnership Act of 2005) and directs the Joint Transportation Committee to evaluate "alliance contracting" as a potential alternative delivery method, with report due July 1, 2027; P3 provisions take effect July 1, 2026
