Increases liquor license, permit, and endorsement fees across approximately 50 different license categories by amounts ranging from 50% to over 500%, with the combination spirits, beer, and wine license rising from $316 to $2,000 per store

Raises the new retail license application fee from $75 to $112.50 and increases spirits retail license renewal fees from $166 to $550 annually

Removes COVID-19 pandemic fee waivers that had been enacted in 2021 for various license categories including domestic wineries, breweries, microbreweries, restaurants, and taverns

Requires the Liquor and Cannabis Board to increase by 50% all license, permit, or endorsement fees set by board rule, and increase banquet permit fees from $10 to $25

Takes effect July 27, 2025, passed with narrow margins (Senate 25-23, House 51-47) and signed by Governor Ferguson on May 17, 2025
