Removes the planned expansion of Working Connections Child Care eligibility from 60% to 75% of state median income (July 2025) and the further expansion to 85% (July 2027), keeping eligibility at 60% of state median income

Eliminates the requirement that the Early Childhood Education and Assistance Program (ECEAP) achieve full statewide implementation by the 2026-27 school year with entitlement enrollment for all eligible children

Repeals RCW 43.216.828 requiring child care subsidy rates to be based on a cost model, and RCW 74.08A.035 regarding child support income eligibility provisions from 2024

Reverses a 2024 provision that would have prevented the state from recovering aged, blind, or disabled assistance payments when recipients later receive retroactive federal Supplemental Security Income for the same period (effective October 2025)

Takes effect July 1, 2025 and is declared an emergency measure necessary for state government support and existing public institutions
