Reduces maximum state financial aid eligibility from 6 years/150% of program length to 5 years/125% of program length for the Washington College Grant, College Bound Scholarship, and Passport to Careers programs

College Bound Scholarship recipients may receive no more than four full-time years' worth of scholarship awards within five years after graduating from high school

Scholarship awards must be used within five years of receipt, with any unused tuition units reverting to the Washington College Bound Scholarship account

Requires the Washington Student Achievement Council to report annually to the legislature on degree completion outcomes and changes in the number of students utilizing affected grant and scholarship programs

Changes take effect beginning with academic year 2026-27
