Eliminates the Smart Health Program (wellness incentive and online portal) for public and school employees effective January 1, 2028, though employees who meet eligibility requirements by December 31, 2027 will still receive incentives in plan year 2028

Transfers authority to set employer health care contribution rates for the 2027-2029 fiscal biennium from collective bargaining to the legislature through the omnibus operating appropriations act

Excludes employer health care contributions, wellness contributions, flexible spending account contributions, and benefit allocation factors from collective bargaining agreements for the 2027-2029 biennium

Applies to state employees under the Public Employees' Benefits Board, school employees under the School Employees' Benefits Board, and Washington State Ferries employees

Responds to state budget shortfall by providing flexibility in health care expenditures while stating intent to maintain competitive benefits packages for employees
