Removes the scheduled closure requirement for Yakima Valley School in Selah, Yakima County, allowing it to continue operating permanently as a residential habilitation center for persons with developmental disabilities

Eliminates the previous provision that would have closed the facility when the census of permanent residents reached eight persons

Removes the October 19, 2017 prohibition on new long-term admissions to the facility

Allows the facility to operate crisis stabilization beds and respite service beds based on regional needs and emergency placement requirements, subject to appropriated funding

Amends RCW 71A.20.020 and 71A.20.180 to restore Yakima Valley School's status alongside Lakeland Village, Rainier School, and Fircrest School as permanently established residential habilitation centers
