Secretary of State must contract with UW Evans School for a voter registration security study examining duplicate registration prevention, voter roll maintenance, and potential use of driver's license numbers as unique voter identifiers, with report due January 1, 2027

Replaces citizenship self-attestation checkbox with requirement for documentary proof of U.S. citizenship as defined in Executive Order 14248 (March 2025) for voter registration

Requires voters to include a copy of valid photo identification with mail-in ballots; ballots without matching photo ID cannot be counted, though voters may be notified and given opportunity to cure the deficiency

Narrows acceptable photo ID at voting centers to driver's license, state ID, tribal ID, or federal government-issued photo ID, removing student and employer ID cards as valid options

Eliminates identicard fees for recipients of public assistance or WIC program participants
