Removes authorization for counties west of the Cascade mountains with population over 400,000 that border another state (Clark County) to adopt development regulations allowing freight rail dependent uses on agricultural, forest, and mineral resource lands adjacent to short line railroads

Eliminates the provision allowing such counties to include freight rail dependent uses in their transportation element under the Growth Management Act

Retains authorization for counties bordering the Cascades and another country with population under 50,000 (Okanogan, Whatcom, Ferry counties) to develop freight rail dependent uses on resource lands near short line railroads

Amends RCW 36.70A.060 and 36.70A.108 to narrow which counties can modify development regulations to accommodate freight rail dependent uses in rural areas
