Authorizes the Washington State Leadership Board to solicit and receive gifts, grants, and endowments from public or private sources for the board's use and benefit

Permits the board to expend received funds to advance its mission of cultivating leadership skills in youth and strengthening civic engagement, education, and service opportunities statewide

Requires the executive director to report funds received from private sources to the Office of Financial Management on a regular basis

Prohibits private funds from reducing or substituting for the board's legislatively appropriated budget; funds must be applied to authorized projects and programs not funded by the legislature
