Increases the maximum Washington College Grant for students at private four-year not-for-profit institutions from 50% to 100% of the average award given to students at public four-year institutions, effective 2026-27 academic year

Increases College Bound Scholarship awards for students at private four-year not-for-profit institutions from 50% to 100% of the average award granted to students at public research universities, effective 2027-28 academic year

Expands the reference for calculating private institution awards from "public research universities" to all "public four-year institutions of higher education" in Washington

Amends RCW 28B.92.030 (Washington College Grant definitions) and reenacts/amends RCW 28B.118.010 (College Bound Scholarship program design)
