Increases the new motor vehicle arbitration fee from $3 to $6, collected from consumers at the time of retail sale or lease agreement execution

Fee applies to new motor vehicles that will be registered in Washington State and is collected by dealers or vehicle lessors

Funds are deposited into the new motor vehicle arbitration account in the state treasury and used for the arbitration program under RCW 19.118

Removes outdated provisions that previously allowed the legislature to transfer moneys from the arbitration account to the state general fund during the 1995-97 and 2017-2019 fiscal bienniums

Attorney general must prepare an annual report at the end of each fiscal year listing revenue generated and expenses incurred in operating the arbitration program
