Increases the number of superior court judges in Skagit County from four to five by amending RCW 2.08.063

Amends existing statute that establishes judge counts for multiple Washington counties including Lincoln (1), Walla Walla (2), Whitman (1), Yakima (8), Adams (1), and Whatcom (5)

Contains a null and void clause requiring specific funding to be provided in the omnibus appropriations act by June 30, 2026, or the act will not take effect
