Removes the "passenger-only" restriction on county ferry districts, allowing them to construct, purchase, operate, and maintain all types of ferries (not just passenger-only vessels)

Maintains the existing ad valorem tax levy authority of up to 75 cents per $1,000 of assessed property value for most ferry districts

Retains the reduced tax cap of 7.5 cents per $1,000 of assessed value for ferry districts in counties with populations of 1,500,000 or more (e.g., King County)

Expands authorized uses of tax revenues and general obligation bond financing to cover all ferry types and associated terminals, rather than only passenger-only ferry services
