Political committees must submit an annual statement by January 1st declaring whether they expect to participate in any election campaigns that year, with changes to participate requiring 24-hour notice and changes to opt out allowed only before July 1st

Eliminates the previous requirement for separate reports filed 21 days and 7 days before elections, consolidating reporting into the standardized monthly schedule

Expands the definition of "participate" to include making expenditures in support of or opposition to ballot propositions

Removes the previous requirement for continuing political committees to file monthly reports only when contributions or expenditures exceeded $200, establishing consistent monthly reporting regardless of activity level
