Amends RCW 9A.46.020 to expand the definition of "election official" to include persons collecting signatures for initiative or referendum petitions

Harassment of signature gatherers while performing their duties would constitute a class C felony rather than a gross misdemeanor

Signature gatherers who are targets of harassment, and persons residing with them, become eligible for the state's address confidentiality program under RCW 40.24.030

Extends the same harassment protections currently provided to Secretary of State staff and county auditor employees involved in voter registration and vote processing
