School districts in binding conditions (RCW 28A.505.110) or under enhanced financial oversight (RCW 28A.315.221) may use up to 25% of school impact fee account funds for district operations and maintenance

The authority to use impact fees for operations and maintenance is limited to the time period the district remains in binding conditions or enhanced financial oversight

For districts under enhanced financial oversight, any use of impact fees for operations and maintenance must be approved by the special administrator appointed to oversee the district's financial conditions

Amends RCW 82.02.050 to add this new subsection (6) regarding school district impact fee flexibility
