Bans receiving or distributing money from out-of-state sources for procuring petition signatures or influencing initiative/referendum outcomes, unless properly reported under campaign finance disclosure laws

Establishes first-offense violations as a gross misdemeanor, with repeat offenses elevated to a class C felony

Makes it a class C felony to possess a signed petition with intent to destroy, alter, or prevent its proper delivery to officials
