Department of Licensing must establish an online, common carrier-based system for verifying motor vehicle liability insurance, with the system fully operational by April 1, 2029

Beginning April 1, 2029, vehicle owners must have verified insurance coverage to renew registration, either through the online system, in-person presentation of insurance cards, or submitting proof with renewal paperwork

All insurers licensed to issue motor vehicle liability insurance in Washington must participate in the verification system and respond to requests within department-established timeframes; commercial vehicles are exempt but may participate voluntarily

Enforcement of failure to provide proof of insurance becomes a secondary action only, meaning officers can only cite for it when a driver is already detained for a separate traffic violation

$4 from each traffic infraction penalty will be deposited into the driver licensing technology support account to fund the verification system, and the Department of Licensing must report to the legislature by October 1, 2030 on system costs and effectiveness
