Creates the preK promise account in the state treasury to fund the early childhood education and assistance program (ECEAP) established under RCW 43.216.510

Account receives gifts, grants, and donations; only the secretary may authorize expenditures, and no legislative appropriation is required for spending

Department must track funds separately by each donating organization or entity, with expenditures limited to supporting eligible children in ECEAP

Account funds do not revert to the general fund at the end of the biennium and will earn proportionate investment income from the treasurer's trust fund

Sections 1 and 2 take effect immediately as an emergency measure; Section 2 expires July 1, 2030, when Section 3 takes effect
