Expands the definition of "immediate family" for escorted leave eligibility to include children, stepchildren, grandchildren, great grandchildren, parents, stepparents, grandparents, great grandparents, siblings, aunts, uncles, and spouses or registered domestic partners

Adds a new authorized purpose for escorted leaves: participation in reentry programs to receive mentorship and prepare for successful reentry into the community

Excludes from "immediate family" any incarcerated individual adopted by another incarcerated individual, and the immediate families of such adopted or adopting individuals

Updates terminology throughout the statute from "inmates" to "incarcerated individuals"

Maintains existing requirements that leaves cannot extend beyond Washington state boundaries and that costs must be reimbursed by the individual or family unless they are indigent
