Expands who can perform valid blood and breath analysis for DUI cases by allowing laboratories certified or accredited under the ISO/IEC 17025 standard for forensic toxicology testing, in addition to individuals with state toxicologist-approved permits

Amends RCW 46.61.506 governing evidence admissibility in civil and criminal proceedings involving impaired driving allegations

Retains existing requirements for breath test admissibility, including 15-minute observation periods, temperature verification, and sample agreement within 10 percent

Section 1 expires June 30, 2027, with Section 2 (containing identical substantive provisions aligned with 2025 statutory updates) taking effect on that same date
