Creates the "medicaid enhanced provider rate account" in the state treasury to fund increased Medicaid reimbursement rates for providers and hospitals in Washington

Requires the Health Care Authority to calculate annually by June 30th the state savings resulting from federal reforms under P.L. 119-21 (compared to pre-July 2025 law), with that amount transferred from the general fund to the new account

Savings calculations must include reductions from: moratoriums on eligibility rules implementation, decreased caseloads from stricter eligibility redeterminations, work/community engagement requirements, disenrollment of deceased individuals through enhanced verification, reduced retroactive coverage periods, and modified cost-sharing requirements

Annual report must describe the methodology used to calculate decreased expenditures, including caseload and expenditure data references

Declared an emergency measure, taking effect immediately upon passage
