Mandates collaboration between the Secretary of State, University of Washington Institute on Human Development and Disability, Department of Social and Health Services, and Department of Archaeology and Historic Preservation

Preservation plan must assess record conditions, outline storage and restoration procedures, include cataloguing and digitization methods, and provide a timeline and budget, with a report due to the legislature by September 1, 2027

Prohibits destruction of any Northern State Hospital records until the preservation plan is completed and funded during fiscal year 2028

Limits University of Washington indirect costs to 15% and includes an act expiration date of June 30, 2028
