All public records requests for statewide voter registration database records must be submitted to and fulfilled exclusively by the Secretary of State, not county elections offices

County elections offices are prohibited from producing voter registration database records and must redirect requestors to the Secretary of State within the standard public records deadline

Knowing violation by county officials of the centralized request requirement constitutes a Class C felony under RCW 29A.84.150

Driver's license numbers, identification card numbers, social security numbers, and full birthdates in voter registration files are confidential and may only be disclosed to election officers or with Secretary of State authorization
