Redirects tax revenue collected on aircraft fuel from three existing taxes to the aeronautics account: the hazardous substances tax (RCW 82.21.030), the oil spill response/administration tax (RCW 82.23B.020), and the petroleum products tax (RCW 82.23A.020)

Currently, these taxes on aircraft fuel are deposited into various environmental accounts including the model toxics control accounts, oil spill response account, oil spill prevention account, and pollution liability insurance program trust account

Amends RCW 82.42.090 to specify that moneys from the hazardous substances tax, petroleum products tax, and oil spill taxes on aircraft fuel must be deposited into the aeronautics account

Aeronautics account funds may only be spent after appropriation and exclusively for aviation-related purposes

Retail sales tax and use tax collected on aircraft fuel continue to be credited to the state general fund
