Expands Early Childhood Education and Assistance Program (ECEAP) eligibility to children from military families with household incomes between 36% and the Working Connections Child Care maximum (approximately 85% of state median income)

Defines "military member" as active duty U.S. armed forces, military reserve, or National Guard members stationed in or residing in Washington state

Establishes priority factors for military family enrollment, including parents who are currently deployed, have scheduled deployment during the school year, or are single custodial parents

Caps enrollment of children not meeting standard eligibility at 25% of total statewide ECEAP enrollment, subject to available space and appropriated funding

Initial military family provisions expire August 1, 2030, when a new permanent section with similar provisions takes effect
