Amends Washington's health technology assessment program to prioritize review of technologies that have established patient access under federal Medicare or are recommended in nationally recognized expert treatment guidelines from specialty physician organizations or patient advocacy organizations

Requires the committee to evaluate new evidence in combination with previously considered clinical evidence during rereviews, rather than considering only new evidence in isolation

Adds special requirements for reviewing technologies related to life-threatening or rare diseases, including evaluation of all applicable peer-reviewed clinical trials and consideration of expert input when randomized controlled trials would be unethical, impractical, or impossible

Mandates committee determinations be consistent with federal Medicare decisions and expert treatment guidelines unless substantial evidence supports a contrary determination

Establishes transparency and timeline requirements: Health Care Authority must publish submission receipts within 30 days, and the committee must complete reviews and communicate decisions within 180 days, including written explanations for adverse determinations
