Amends RCW 72.09.780 to expand the Department of Corrections' authority to acquire, possess, sell, dispense, and distribute abortion medications including mifepristone and misoprostol

Removes prior pricing restrictions that limited sales to cost plus a $5 per dose fee, allowing the department to provide medications without requiring any payment

Requires coordination with the Department of Health to identify appropriate recipients and prioritize bulk distribution to health care providers and entities

Expands the definition of "abortion medications" to include substances for managing "the full spectrum of reproductive health care" including early pregnancy loss, not just pregnancy termination

Declared an emergency measure, taking effect immediately upon passage
