School districts may petition the Superintendent of Public Instruction to transfer depreciation payments and earned interest from fully depreciated transportation vehicles to another fund for alternative use when reducing their overall fleet

Transfers are permitted only when districts forgo vehicle replacement due to changing student populations or transportation needs

The Superintendent must approve the petition if the fleet reduction is deemed appropriate based on forecasted student enrollment declines or other relevant factors affecting the district's transportation program

Amends RCW 28A.160.200 and RCW 28A.160.130 to create an exception to the existing prohibition on transferring funds out of the transportation vehicle fund
