Expands pharmacist scope of practice to include diagnosing and prescribing drugs and devices based on their education, training, and experience, without requiring collaborative drug therapy agreements with other practitioners

Removes the current requirement that pharmacists may only prescribe legend drugs under written guidelines or protocols pre-approved by an authorized prescriber

Addresses Washington's healthcare provider shortage, particularly in rural and underserved communities, by allowing pharmacists to practice to the full extent of their Doctor of Pharmacy degree (which requires minimum 1,740 hours of direct patient care)

Notes that pharmacists have been prescribing and diagnosing under collaborative drug therapy agreements since 1979 with no recorded patient harm, and eliminates the administrative burden of maintaining these agreements

Amends RCW 18.64.011 (pharmacy practice definitions) and RCW 69.41.030 (legend drug regulations), with Section 4 taking effect June 30, 2027
