Eligibility limited to residents with income below 300% of the federal poverty level who attest that increasing unaffordability is the primary reason for moving

Destination state must rank higher than Washington on the "relative value of $100" measure in the annual economic climate report (RCW 82.33A.010)

Appropriates $7,000,000 from the general fund for fiscal year ending June 30, 2027
