State building code council must amend the Washington state energy code by January 1, 2027 to exempt eligible school districts from requiring renewable energy generation systems in new buildings or additions larger than 10,000 square feet of gross conditioned floor area

Eligible school districts are defined as those with enrollment of 1,000 students or fewer, located in specified eastern Washington counties (Adams, Asotin, Benton, Chelan, Columbia, Douglas, Ferry, Franklin, Garfield, Grant, Kittitas, Klickitat, Lincoln, Okanogan, Pend Oreille, Skamania, Spokane, Stevens, Walla Walla, Whitman, and Yakima)

Exempt school districts cannot be required to achieve additional efficiency package credits to qualify for the renewable energy exemption

Amends RCW 19.27.195 and RCW 19.27A.020 to incorporate the new exemption into existing state building and energy code provisions
