School districts in binding conditions (RCW 28A.505.110) or under enhanced financial oversight (RCW 28A.315.221) may use up to 25% of school impact fee account funds for district operations and maintenance during the oversight period

Districts under enhanced financial oversight must obtain approval from the special administrator and financial oversight committee before using impact fees for operations and maintenance

Expands allowable uses of school impact fees when the 10-year expenditure deadline is within four years, permitting funds to be used for facility modernization to comply with student safety, campus security, emergency response, and energy efficiency standards

Repeals RCW 82.02.110, which previously addressed extending the use of school impact fees

Updates statutory references by removing an outdated citation to RCW 44.28.812 while retaining the requirement for local governments to cooperate with the Department of Commerce and Joint Legislative Audit and Review Committee
