Amends RCW 41.56.157 to expand collective bargaining scope for language access providers (spoken language interpreters) to include tiered payments and payments or reimbursements for appointments missed or canceled by parties other than the interpreter

Adds new provision establishing that collective bargaining agreements negotiated under this section prevail over conflicting executive orders, administrative rules, or agency policies relating to wages, hours, and terms and conditions of employment

Clarifies that any provision of a collective bargaining agreement that conflicts with state statute remains invalid and unenforceable

Maintains existing framework where the governor serves as public employer for language access providers across three statewide bargaining units: DSHS/DCYF/Medicaid interpreters, Labor & Industries interpreters, and Department of Enterprise Services interpreters
